 Gortrund Bement is the Warden of Bement Prison - he simply took the name as his family name because he liked it.  He and his boriwog mercenary band found the abandoned prison and adapted it for their own purposes, knowing that it was once used to house troublesome beastfolk.  They saw a lucritive opportunity to work with Sascrian agents working in the lawless region around Halag, imprisoning humans with bounties on them and then turning them over to Witch Hunters and other agents - for a tidy profit of course.  The main rule at Bement is that no beastfolk may be imprisoned there.
