Hurnon is a boriwog warlord who leads a significant tribe of boriwogs as a sort of independent army. Some have suggested they are mercenaries, but they do not seem to be paid. They seem more interested in pillaging and making reparations against human settlements for the things done against beastfolk prior to the Collapse.

Level
I think that, given what you wrote about levels, 12th might be a little high. A 12th level D&D character is basically a superhero - a 5th level character is significantly tougher than a regular human being, and I think I'd have this guy, and many NPCs, closer to 5th than 12th, unless they have fought their way to the top of some powerful, worldwide organization.
One cool and interesting thing to note - in this setting, there are no 600 year old Elves and whatnot who make sense as very high-level characters. If you are high level in this setting, it isn't because of your long life, but rather because you have had a life of nonstop terror and adventure, have risked your life hundreds of times, and have kicked all kinds of ass.
Anyway, something to think about.
I wrote the levels thing
I wrote the levels thing after I wrote this stub. I think 9th or 10th would be more appropriate for him. At 9th or 10th, he could have Leadership or otherwise just convince people to follow him. Adjusting now. :)
